Our client is an established independent producing oil company, with an aggressive plan for further growth and expansion within the Middle East & North Africa. The company now seeks a very senior member of staff to actively pursue the company's ambitions and strategy within this region.
KEY RESPONSIBILITIES:
* Provide day to day management of the operations and activities across the entire Group, and its subsidiary companies,
* Report corporate activities, operations and business information to the company owner(s) and the Board Of Directors as appropriate,
* Representing the group(when requested) in meetings with major banking and independent investment institutions, and government agencies, stakeholders, and potential investors, in respect of private and public financing of the groups oil and gas exploration and production assets,
* Ensure all corporate activities are conducted within the guidelines of the company,
* Implement procedures for performance review and measurement, setting targets and goals for operational offices,
* Ensure the safe and efficient execution of work programmes and budgets, including the re-allocation of resources, human and facilities, as required,
* Prepare operating plans, annual budgets, staffing and organizational requirements,
* In tandem with the CEO, develop and cascade the company strategies to all operating locations,
* With the CEO, set up a head office in Dubai, with an appropriate organisation in order to manage and operate all the Group assets in accordance with standards of governance required for future Initial Public Offering (IPO), or other future funding events
AUTHORITIES :
The Chief Operating Officer (COO) is expected to:
* Work closely with the company owner(s) and senior management to implement the vision, core values, and strategic Business Plan required for consistent future value creation and profitable growth of the company.
* Provide operational leadership to manage the Group in the best interests of its stakeholders.
* With the CEO, provide leadership in setting the Mission, Vision, Principles, Values, Strategic Plan and Annual Operating Plan of the Group, in conjunction with the Board of Directors (Board).
* Serve as an external spokesperson and liaison for the Group to external stakeholders and new investors as required.
* With the CEO, ensure the development of a Strategic Plan for the Group to maximize shareholder value and recommend it to the Board for review and, in the Board's discretion, approval.
* Provide supervision and management of the day-to-day operations of the Group within the guidelines established by the Board and senior management.
* Take special responsibility for all new acquisitions so that new ventures become fully integrated with the existing assets. Take overall charge of transition management to ensure a common ground of operating philosophy, HSEQ and reporting for all new acquisitions.
* Ensure that the organisation is re-structured and re-organised appropriately post any acquisitions.
* Perform regular reviews of the groups' policies and procedures to ensure best practice at all times.
* Regularly report to the board of directors, as required, outlining year-to-date progress, work programmes, revenues and operations.
* Make available fit for purpose IT and communication technology to safeguard data integrity, reporting and efficient workflows.
EXPERIENCE & REQUIREMENTS
Applicants will:
* Have at least 15++ years E&P experience with time spent as an expat covering the establishment and management of new operations, and the building of strategic and robust operational frameworks.
* Degree qualified in an engineering or sub-surface discipline.
* Broadly experienced in all aspects of the E&P business, with new ventures and opportunities screening background highly desirable.
* A strategist with business vision, able to pursue opportunities with energy & drive, well able to work without head office or large company structured support.
* Good cost analysis, financial and budgeting skills.
* Acquisitions divestment and IPO experience very desirable
* Excellent interpersonal, communication and man management skills, the incumbent will be a true diplomat able to handle staff matters sensitively.
* Strong leadership, and able to work with both discretion and confidentiality in a decisive manner.
* Contractual/legal knowledge strongly desired.
* Experience in working with Banks investors and key stake-holders, with credible and professional presentation skills, at board and external investor meetings.
* Developed knowledge of HSEQ strongly desired.
* Able to work under pressure, in a frenetic environment where priorities and focus may change from day to day, and able to fire-fight as the situation dictates.
* Strong cultural sensitivity and respect of cultural religious and race diversity.
* Previous MENA experience a distinct advantage.
