Project Summary

Since September 2006 Deloitte Consulting, LLP, has been implementing the USAID funded, "Strengthening Core Institutional Structures in Southern Sudan" Project to support the establishment of effective, transparent and accountable core institutional structures for the Government of Southern Sudan (GoSS).

USAID's Strengthening Core Institutional Structures in Southern Sudan (CORE) program was
designed to work with the Government of Southern Sudan (GOSS) and the state and local governments of the (BNS) and Southern Kordofan (SKS) states to strengthen their capacity to govern effectively, transparently, with accountability to their citizens. This four-year program focuses on the developing services sector & increase access to capital, and media freedom and freedom of information. These categories correspond with the Agency's "Good Governance" and "Civil Society" program areas under its Strategic Objective to Promote Stability, Recovery and Democratic Reform.

Through Deloitte, USAID is working with the GOSS to develop and strengthen the core institutions and systems necessary to govern, implement the terms and provisions of the Comprehensive Peace Agreement (CPA), and meet citizen needs. At the same time, USAID is supporting a myriad of other implementing partners to develop and strengthen the means for citizen participation in governance, including civil society
organizations, political parties, media, access to information, civic education, and dialogue between government and citizen groups.
