Job Description

This is a new position based in Washington, D.C. The successful candidate will complement, strengthen and support BP’s strategic communications and advocacy efforts to build positive relationships with the U.S. Department of Interior, with particular focus on the Bureau of Ocean and Energy Management (BOEM) to achieve BP’s business and reputation objectives. The position will also involve developing relationships with DOI’s Bureau of Land Management and other offices within the DOI located in Washington D. C. on oil and gas business matters (such as Fish and Wildlife) and with the U.S. Coast Guard on oil spill response matters. The position will entail developing relationships with key external stakeholders as well, such as relevant industry trade associations.

The Sr. Director, Regulatory Affairs will be responsible for U.S. Upstream policy issues and political advocacy on the federal level, and to a lesser degree technical advocacy, ensuring alignment with the support of BP offshore and onshore exploration and production business segments as appropriate. The establishment and maintenance of key internal and external stakeholder relationships will be an important aspect of this position.
Key accountabilities This role will be responsible for developing relationships and advocating BP Upstream’s position to U.S. Interior Department’s BOEM and BLM policy/regulations.

o Monitor and access emerging DOI regulatory issues that challenge BP’s reputation or business objectives and develop effective engagement strategies to mitigate risks.

o Understand the BP Upstream business strategies for developing and executing a USDOI regulatory advocacy plan which supports the BP businesses.

o Direct BP’s overall technical (Subject Matter Expert) engagement with regulators, trade associations and external stakeholders
o Develop internal networks and communication plans for technical and business segment leadership working with the BP Gulf of Mexico, North America Gas and Alaska SPUs

o Develop and maintain key relationships with the USDOI to enhance BP reputation in alignment and close collaboration with the Executive VP Federal Affairs and the Washington, D.C.- based Environmental and Safety Regulatory Affairs team.

o Develop a relationship strategy with key external stakeholders to enroll senior BP business leaders in a strategic federal relationship building program that will foster greater interaction with senior level agency officials on matters related to BP Upstream business. Act as the Washington, D.C. support for assigned relationship owners, providing political and technical insight and briefing documents vetted through the broader BP organization.

o Represent BP on key business and trade association committees in developing and implementing regulatory advocacy strategies pertaining to DOI policy and regulations. In particular, coordinate BP’s engagement within API’s Upstream Committee structure and ensure seamless linkages with Upstream leadership, regulatory and technical staff.

o Responsible for communicating regulatory policy developments to the Washington, D.C. - based GPA team and BP Upstream business segment leaders.

o Carry out the above accountabilities as it also relates to the U.S. Coast Guard oil spill response policy matters.
Essential Education • Bachelor's Degree from an accredited university
Essential experience and job requirements • 10 years of Petroleum, and/or related energy industry experience.
• Leadership skills necessary to succeed in a complex group dynamic, including issues prioritization, time management and driving towards realistic solutions
